Warm Homes Fund Call For Evidence: Our Response 

On 24th March, the Department for Energy Security and Net Zero (DESNZ) launched an open call for evidence on the Warm Homes Fund: innovative finance for investments and loans. 

As part of the Warm Homes Plan, £5 billion of capital investment for financial transactions has been allocated to a future Warm Homes Fund. This investment will be repaid over time and is expected to generate a return for the taxpayer, with government also exploring how it can invest alongside private finance. 

The call for evidence will help shape the design of the fund, including how it operates, what it offers, and who it is intended to support. 

Our response focuses on the areas most relevant to the NRH mission and network. It brings together insight developed over the past three years through the NRH’s work, and has been shaped through dedicated workshops with our Board, Advisory Panel, Community and Place-Based Cross-Cutting Theme groups. Contributions from across these groups are reflected throughout the response. 

It also draws on our published research, guidance and policy recommendations, including Policy Recommendations for a National Retrofit Workforce Policy, Understanding Demand for Retrofit, and Guidance for Developing a Place-Based Retrofit Strategy. 

The call for evidence closes on 1st June, and we encourage anyone in our network with an interest to consider responding. We hope our response offers useful insight and a starting point for others engaging with this important consultation.
