Place-Based Retrofit in Practice: Guidance for Developing a Place-Based Retrofit Strategy
This resource explores how place-based approaches to retrofit are being delivered on the ground, combining real-world examples with practical guidance to help practitioners develop their own strategies. It is designed as a collaborative tool for those working within local and combined authorities, as well as organisations operating at neighbourhood level, supporting them to understand how to initiate, shape and deliver place-based retrofit and how this connects to the wider system.
Developed by the National Retrofit Hub in partnership with the UK Green Building Council and the Energy Demand Research Centre, and supported by the MCS Foundation, the resource forms part of a wider project to build a replicable and scalable framework for place-based retrofit, one that empowers actors at every level, from national and local government to community groups, industry and citizens.
Place-based approaches offer a way to respond to the diversity of homes and neighbourhoods across the UK, tailoring retrofit delivery to local contexts while building stronger connections between policy, people and place. Yet there remains a clear gap between those already delivering place-based retrofit and those just beginning to engage with it. Without accessible guidance and shared learning, there is a risk that approaches remain fragmented or fail to deliver meaningful impact.
This resource addresses that gap by bringing together case studies of places already implementing or developing place-based approaches, alongside practical insights into key components such as partnerships, community engagement, supply chains, delivery models and finance. These insights are grounded in literature review and shaped through engagement with the NRH network, including surveys and workshops.
