Measuring for success? What’s being measured, and what’s not
In 2024, the NRH published a report, Retrofit Delivery: State of the Nation Review. Amongst the analysis, some challenge themes emerged, from a need for increased jobs & skills, to the reform of EPCs, to a need for a clear public retrofit messaging strategy. Many of these themes are being addressed across our related activities, but one that forms the basis of this project is the need for more robust outcomes identification and measurement.
Whilst it is recognised that there is significant retrofit activity across the sector, the data picture that emerged from the review suggested a real need to identify metrics for both measuring retrofit and its subsequent outcomes and quantifying what successful retrofit looks like in terms of the impact delivered, including public health impacts.
This led us to asking the question “How can broader outcome measurement accelerate retrofit delivery and be designed to drive better policy, funding, and delivery decisions, particularly to maximise co-benefits like health and equity in a fiscally constrained environment?”.
This output puts forward the baseline of what is currently being measured in retrofit programmes, and what is not. Most of the insights presented are drawn from policy documents and project specifications rather than exhaustive practical delivery experiences. In reality, implementation can look quite different. Alongside this baseline, a phase of stakeholder engagement is running to build the picture of the reality of what it is like to deliver, design, and be the recipient of these retrofit programmes to explore the potential for improvement in the current schemes.
