Our consultation response

In July 2025, the National Retrofit Hub brought together 41 stakeholders – with over half being from, or working in, Scotland – for a dedicated workshop on the Scottish Government’s Draft Energy Efficiency (Domestic Private Rented Property) Regulations.  

The session captured industry perspectives on the consultation questions, which we’ve combined with insights from our own research into the Private Rental Sector, including our reports Raising Standards in the Private Rental Sector and Delivering for Tenants. These findings will also feed into our upcoming report (October 2025) on the wider infrastructure and protections needed alongside MEES.

Below, we set out the NRH’s consultation response. We encourage everyone in the retrofit sector to contribute their own perspectives, and to amplify the messages that matter most for Scotland’s tenants, landlords, and retrofit professionals.
